Odd isn't it? I still wonder about a lot of nekomimi background, but this one post helps a lot: viewtopic.php?f=17&t=56&p=58084
It easily covers the why the nekomimi are in the care of non-nekomimi. (I just (re?)found it before posting this, I had recalled finding a little morsel someplace and felt the need to hunt it down again.)
