That's what I've always heard. I don't know how accurate it is.

Me too - the version I knew was only a teeny bit different -
Red sky in the morn, sailors be warned,
Red sky at night, sailors delight

Red sky at night:

It has some basis in science and is a fairly good predictor of-though no guarantee-of weather at the mid latitudes in the Northern Hemisphere, where storm systems generally follow the jet stream from west to east. A red sky in the morning indicates a sun rising in clear eastern skies casting its rays on storm clouds approaching from the west. At night the clear sight of the red setting sun would tell a sailor that no storms are to the west.

During sunrise and sunset the sun is low in the sky, and it transmits light through the thickest part of the atmosphere. A red sky suggests an atmosphere loaded with dust and moisture particles. We see the red, because red wavelengths (the longest in the color spectrum) are breaking through the atmosphere. The shorter wavelengths, such as blue, are scattered and broken up.

Red sky at night, sailors delight.
When we see a red sky at night, this means that the setting sun is sending its light through a high concentration of dust particles. This usually indicates high pressure and stable air coming in from the west. Basically good weather will follow.

Red sky in morning, sailor’s warning.
A red sunrise reflects the dust particles of a system that has just passed from the west. This indicates that a storm system may be moving to the east. If the morning sky is a deep fiery red, it means a high water content in the atmosphere. So, rain is on its way.

And, of course:

That happens to me all the time, especially with dialogue.

And, I'm going to completely blame Elizabeth (Android Raptor) for getting this idea started.

would a cuddly sociopathic serial killer do? I do have a megalomaniac, but he's more down with the benevolent dictator tip.

My biggest problem is going to be trying to play this one straight. I tend to want to make fun of people like this and, like I've done with Cobra Commander, play them as harmless, delusional kooks. I've had this idea in the back of my mind for several years to create a "Great Leader" sort of character but when A.R. expressed surprise that I didn't have any such characters in my collection (probably due to my disdain for authoritarianism) it really got the wheels turning in my mind. Since the actual doll... WHOOPS... ACTION FIGURE  requires no real work to create, I can focus on character and scenario development. Being me, I imagine that there will be humor and satire, although I'm not sure that it will be all that overt. We'll see where this goes!

If you want some ideas, or just want to run yours past my writerly brain, feel free to hit me up. Definitely you should watch Charlie Chaplin's THE GREAT DICTATOR.

Thanks for the offer, Misty! I've seen The Great Dictator a couple of times but it's been many years ago now.

OK, for tonight's "pucker factor 20 on a scale 1 to 10" moment.... There's close, there's too damn close, then there's THIS:
http://www.youtube.com/watch?v=5pyvf4Nr9CE

I love the "YouTube Expert" who leaves the comment "Glad your not hurt, but you where not IN the tornado, You where on the out skirts in the out flow vortex winds."(sic) Pardon the profanity but no shit, you stupid little twat! The goddamn thing passes maybe 50 yards in front of the guy and that's not close to suit our little 12 year old budding meteorologist. I guess nothing short of being in the center vortex of a multi-funnel EF5 with camera in hand and surviving would suite the little shit that made that comment. :x
EDIT: I noticed yet another waste of human skin made a similar comment while I was typing this.
