So after almost a year and a half, I think we can put thos mystery to bed. I am 99% certain he's actually the Tommy from the black/African American Power Wheels set, wearing the fashion pack linked previous in this thread. (https://i.pinimg.com/474x/01/fa/73/01fa ... da4429.jpg) I haven't yet identified the shoes, but I think this mystery is mostly solved.
