Can anyone identify this teeny tiny head?

Hi everyone!

I was clearing out some bags of doll parts and came across this miniscule head:



It's approx 3/4" tall and 1/2" wide. It's squishy/rubbery (vinyl) and has a very detailed faceup (not a knockoff look). It has no ears and has not been rooted. So it once probably sported a wig?

There isn't a name or anything on it, unfortunately, so I have no helpful identifying factors.

Any clue who this little gal was?

Looks to me like an older Polly Pocket with it's plastic hair removed.
