You will need:
Ribbon (a 1 1/2" wide or more usually works the best. If it has wire just pull it out.)
Strait pins
Needle
Thread
Ruler or tape measure
This is the ribbon I'm using: gold on one side, green on the other:

Take an end and fold it over. Depending on how wide you want your pleats to be is how much you fold. I'm going an inch in.

Taking the folded edge you just made go in another half an inch and fold till it looks like a Z

Fold flat and pin into place.

Measure a half inch in. Fold towards your first pleat. If making a kilt fold away.

Make another Z. Be sure your second pleat touches your first, but does not overlap it.

Pin into place. Repeat until the skirt is long enough to fit around doll's waist or hips.

Measure often.

This is now long enough for my doll.

Take the two loose ends and fold them to the back. Depending on what you make will determine how long the ends are. this is a skirt so the ends will be in back. For a kilt they would be longer and form a flat area in the front.

Measure again, perfect fit!

Now time to sew. I started at about a 1/8" from the top. I used a back stitch. Go over were the pleats meet for stability.

Attach snaps or velcro as long as it fits the dolls the way you want.
